THE PERMIT APPLICATION PROCESS

In order to expedite your application we ask that you completely fill out the applications to include your name, address, phone number(s), e-mail address, job site location and block and lot number. The inside of the jacket and applications must be signed by the person performing the work.

1. The application folder must have all sections completely filled out, signed and dated by the owner or contractor /agent.

2. The technical sections must be completely filled out and signed and sealed as required.

3. Submit no fewer than two copies of the specifications and plans drawn to scale, with sufficient clarity and detail to show the nature and character of the work to be performed.

4. Indicate the estimated cost of construction including but not limited to building construction, on-site construction, and all integral equipment, built-in furnishings and finishes. When material or labor is provided at no cost, its normal or usual cost shall be included in the estimated cost.

5. Show compliance with the Model Energy Code. For detached one and two family structures three stories or less in height, compliance may be demonstrated by the submission of Energy Star compliance documentation. RES Check software is available at www.nj.gov/dca/codes or www.energy codes.gov.

Certification in Lieu of Oath--Before signing the Certification in Lieu of Oath indicating that you are performing the work yourself, please consider the following;

1. The laws requiring new home builders to be registered and contractors in various trades, such as plumbing, and electrical work, to be licensed were adopted to protect homeowners. If you are signing the Certification to provide cover to unlicensed home builder or contractor, you are forfeiting the protection afforded you under the law. The contractor that you have hired may or may not be qualified, and the government may not be able to help you because you signed the Certification indicating that you are performing the work yourself.

2. In the case of the construction of a new home, you are forfeiting your right to a new home warranty. Every new home builder in New Jersey is required to be registered with the State and to give a warranty to each purchaser. The warranty covers almost all defects in workmanship or materials, including appliances, for the first year; plumbing, mechanical (heating and air conditioning), and electrical systems for the first two years; and major structural defects for ten years. Further, the warranty will actually pay for the correction of defects if the builder fails or refuses to do so. By signing the Certification, you are giving up that protection.

3. You are violating the criminal laws of this State if you sign the Certification indicating that you are doing the work yourself when, in fact, you are paying someone else to do it.

Plan submission--Pursuant to New Jersey law, the owner of a single family owner occupied detached dwelling may prepare their own construction drawings. All other plans must be prepared by a New Jersey licensed design professional.

New Jersey licensed electrical and plumbing contractors are permitted to prepare wiring and plumbing riser diagrams for one and two family dwellings.

Drawings prepared by a New Jersey licensed design professional, MUST be signed and sealed by that professional.
